Au tournant des années 1820-1830, Schelling découvre au sein de la philosophie deux grandes tendances à l'oeuvre : une tendance "négative" à rendre intelligible le réel en fonction de la nécessité des lois de la pensée, une tendance "positive" à y voir au contraire le fait d'un acte libre. Scrutant cette différence, il finit par montrer qu'elle implique de scinder la philosophie même en une philosophie qui fait intervenir uniquement la raison et une philosophie où la raison se laisse instruire (...) par l'expérience. Le présent livre propose une interprétation nouvelle de ce moment crucial mais méconnu de la pensée moderne où Schelling accomplit, tout en le dépassant, l'idéalisme allemand. On y montre qu'il suspend l'avenir de la raison à un dédoublement de la philosophie qui implique de confier la réalisation des deux philosophies à un rationalisme et à un empirisme totalement inédits. Dans le rationalisme, la raison opère seule jusqu'à produire l'idée d'un principe absolu libre de poser le monde ; dans l'empirisme, elle prouve l'existence du principe par ses oeuvres effectives que sont successivement les faits de la nature et ceux de la conscience comme conscience religieuse. Ainsi, loin de produire le désespoir de la raison, Schelling montre au contraire que la raison se donne à elle-même un avenir en se différenciant. (shrink)

Madagascar, l’un des hotspots mondiaux de la biodiversité, est dans cette situation où la difficile gestion des ressources forestières, causée par un certain nombre de facteurs liés à la pauvreté des populations, mène à des pertes annuelles forestières considérables. La principale interrogation que nous soulevons est relative à l’impact des politiques forestières qui y sont menées, dans l’objectif d’aboutir à une gestion durable des ressources forestières. Compte tenu de ce contexte local malgache affaibli, est-il réellement possible de parvenir à une (...) « bonne gestion » des ressources au sens d’Elinor Ostrom, ou s’oriente-t-on inéluctablement vers le scénario d’une tragédie des biens communs? Nous exposerons tout d’abord les effets induits par la mise en œuvre des politiques forestières à Madagascar. Cela nous mènera à nous interroger sur les effets positifs et leurs limites. Nous faisons ainsi le constat que compte tenu du contexte affaibli dans lequel ces politiques s’appliquent, nous sommes encore loin de la situation de « bonne gestion » décrite par Ostrom. Puis, nous mettrons en évidence que pour que les impacts positifs prennent le dessus sur les limites, il faut prendre en compte les particularités locales du territoire concerné et les besoins des populations locales. Pour ce faire, une complémentarité d’application des politiques de développement s’avère indispensable. (shrink)

The initial part of the paper deals with the situation of the knowing person in the context of the limits of knowledge. It focuses primarily on Pascal’s interpretation of the exhortation to know oneself, which will subsequently become the unifying motif of the entire text presented here. Although only Thoughts is discussed here, there presently follows a passage focusing on the broader context of this topic within the framework of the entirety of Pascal’s life and work. Following this part comes (...) the primary analysis of the paper, which is dedicated to the question of how Blaise Pascal takes perspective into account in the context of knowledge. The given problem is first introduced by an excursion into Pascal’s reflections on two types of thinking (l’esprit de géométrie and l’esprit de finesse) and the ways of knowledge. The primary part of the analysis is focused especially on Pascal’s “observing,” where observation is focused above all on fragments in which the French philosopher takes into account the inconstancy of the human in the partiality of the point-of-view, emphasizes the instability of knowledge and its methods, uses the metaphor of painterly perspective and reflects on the (im)possibility of having truth. At the same time, Pascal’s reflections are supported by the approaches of some later thinkers – Friedrich Nietzsche and José Ortega y Gasset. Taking into account the promising nature of knowledge, and coming to terms with it, is identified as an expression of Pascal’s intellectual unpretentiousness and humility. (shrink)

En décalage avec des questionnements sous l’angle des risques de démobilisation ou de dépolitisation, on voit que cette idée, en stimulant l’exploration en commun des relations concrètes et situées, peut favoriser une radicalisation du rapport au réel. Au contraire d’une fabrique de l’ignorance et du désemparement, les groupes Facebook des « effondrés » (...) apparaissent comme des espaces d’exploration partagée, où les prises et les pistes le disputent sans cesse au désarroi. On peut alors voir, dans la fortune du terme effondrement, l’indice d’une multiplication des enquêtes lancées pour retrouver une terre où atterrir en expérimentant de nouveaux détachements-attachements. Through expanded access protocols, the Food and Drug Administration (FDA) allows patients with serious or immediately life-threatening diseases access to experimental drugs outside the clinical trial setting when no satisfactory alternative treatment is available. While the FDA has established a mechanism for providing patients with unapproved drug access, the regulations do not require the pharmaceutical company to provide the drug. The drug company’s permission to use its experimental drug is a necessary prerequisite to using the FDA’s expanded access mechanism. Increasingly, (...) drug companies are coming under scrutiny regarding the programs governing that decision-making power. Historically, disclosing whether a company has an expanded access program, and whether or how it would respond to an expanded access request, has been left to discretion of the drug companies themselves. Few manufacturers publish adequate expanded access protocols. As a result, patients were provided with little insight into how companies evaluate expanded access requests and are naturally skeptical as to the ethical integrity of the process. The recently passed 21st Century Cures Act changes that practice by requiring drug companies to have, and make publically available, their expanded access procedures including criteria for evaluating and responding to patient requests. In this article, we contend that complying with the new transparency provisions will require drug companies to respond to several unresolved expanded access issues. Namely, how to reconcile a patient’s desire to access lifesaving experimental therapies alongside the company and society’s interest in the efficient development of new drugs. Even more challenging, how can companies devise practices for evaluating and processing expanded access requests that also fairly and equitably acknowledge those concerns? In addressing these questions, this article explores the legal, regulatory, business, and societal influences that have shaped expanded access policies and practices. From there, we provide companies a framework that balances appropriately the desires of individuals and gaining the requisite approvals ensure access not just for one person but for society. The counseling process involves attention, emotional perception, cognitive appraisal, and decision-making. This study aimed to investigate cognitive appraisal and the associated emotional processes when reading short therapists' statements of motivational interviewing (MI). Thirty participants with work injuries were classified into the pre-contemplation (PC,n= 15) or readiness stage of the change group (RD,n= 15). The participants viewed MI congruent (MI-C), MI incongruent (MI-INC), or control phrases during which their electroencephalograms were captured. The results indicated significant Group × Condition effects in the (...) frontally oriented late positive complex (P600/LPC). The P600/LPC's amplitudes were more positive-going in the PC than in the RD group for the MI congruent statements. Within the PC group, the amplitudes of the N400 were significantly correlated (r= 0.607–0.649) with the participants' level of negative affect. Our findings suggest that the brief contents of MI statements alone can elicit late cognitive and emotional appraisal processes beyond semantic processing. (shrink)

This essay examines how internationalization has been a part of the history of the History of Science Society (HSS) from its establishment in 1924 to the present. Although the HSS remains a US-based society and its annual meetings are held primarily in the US, attended by mostly US-based scholars, we argue that there has always been a strong commitment to internationalism that continues to this day. We walk through the hundred years of the Society in four phases, namely the Sarton (...) years (1924–52), the coming-of-age of the field in America (1953–88), the opening up of the HSS to the world (1989–99), and the new millennium (2000–present). We end with a concluding section to elucidate how the Society has transitioned beyond Sarton as it goes into its second centenary. Our sources of evidence include interviews with select past HSS presidents, founders and chairs of HSS interest groups and forums, statistics of HSS membership to be found in the Smithsonian archives and HSS Newsletters, and distribution and patterns of Society-awarded prizes. We also take note of the growing numbers of roundtables and panels on global and non-Western history of science at HSS annual meetings since the 2010s. As we celebrate the HSS Centennial, it is important to reflect on the one hundred years of the Society’s engagement with internationalizing the history of science. (shrink)

This article examines Chen Ziying, an American-trained Chinese biologist and his prewar efforts to bring his Woods Hole experience from the United States to China between 1930 and 1936. I argue that the Marine Biological Laboratory appears as a prominent American scientific institution in the twentieth century among visiting Chinese students and scholars who were drawn to the American approach of building world-class seaside laboratories to facilitate marine biological study while cultivating a collaborative culture via songs of biology. Chen was (...) one of the leading US-trained Chinese scientists who aspired to the international trend of developing coastal biology in the early twentieth century and was determined to modernize China’s discipline-building of biology with the construction of marine research facilities similar to the MBL. I show that Chen’s efforts of bringing the MBL practice to China took place at a time when science in China was overshadowed by the impulse of nationalism. Despite the nationalistic rhetoric, Chen was able to establish a Chinese connection with Woods Hole by introducing the MBL cultural practices of songs with biological significance. Lyrics from popular biological songs such as “It’s a Long Way from Amphioxus” and “Songs of Amoy” reflect not just Darwinian themes but also a transnational connection between American and Chinese biologists in Republican-era China––a period in modern Chinese history that is often characterized by soaring sentiments of nationalism. This paper sets out to reconsider the interplay of scientific nationalism and scientific internationalism in shaping marine science in modern China, as well as to reflect on the meanings of value-laden terms such as “nationalism” and “foreignness” and their conceptual impacts on writing the historiography of biology in twentieth-century China. Background Care homes have been disproportionately affected during the COVID-19 pandemic. Practical challenges of enacting infection control measures in care home settings have been widely reported, but little is known about the ethical concerns of care home staff during the implementation of such measures.. Objectives To understand the ethical challenges perceived by care home staff during the early months of the COVID-19 pandemic. Research design An exploratory qualitative study. Participants and research context A purposive sample of 15 care home staff (...) in different roles and ranks in Hong Kong was recruited to take part in semi-structured interviews between June and August 2020. Ethical considerations Ethical approval for this study was obtained. Participation was voluntary and anonymous. Participants had the right to withdraw from the study at any time without reprisal. Findings Three themes were identified: unclear legitimacy regarding infection control measures, limited autonomy in choices over infection control measures and inevitable harms to residents’ well-being. While the participants expected that they would have legitimated power to implement infection control measures, they were resistant when their right to self-determination of testing and vaccination was infringed. They also felt trapped between ethical duties to protect care home residents from infection risk and the anticipated detrimental effects of infection control measures. Conclusions The findings of this study reveal tensions among the ethical obligations of care home staff in response to a public health emergency. They highlight the importance of strengthening ethical sensitivity and ethical leadership in identifying and resolving the challenges of pandemic responses. (shrink)

This paper investigates the drivers and inhibitors of Internet privacy concern. Applying the Multidimensional Development Theory to the online environment, we identify the important factors under four dimensions—i.e., environmental, individual, information management, and interaction management. We tested our model using data from an online survey of 2417 individuals in Hong Kong. The results show that the factors under all four dimensions are significant in the formation of Internet privacy concern. Specifically, familiarity with government legislation, Internet knowledge, benefit of information disclosure, (...) privacy protection, and social presence reduce Internet privacy concern, while individuals’ previous privacy invasion experience, risk avoidance personality, and sensitivity of information requested by websites increase Internet privacy concern. We conducted an analysis of unobserved heterogeneity to confirm the significance of these factors. A follow-up moderation analysis shows that the individual factors moderate the effects of the information management factor and the interaction management factors. The findings provide an integrated understanding of the formation of Internet privacy concern. (shrink)

Background Moral sensitivity and academic integrity discernment hold paramount importance for healthcare professionals. Owing to distinct undergraduate educational backgrounds, nurses and physicians may exhibit divergent moral perspectives, academic integrity cognisance, and moral sensitivity within clinical environments. A limited number of studies have investigated the disparities and congruencies pertaining to moral sensitivity and academic ethical awareness among nursing and medical students. Objective The study compares moral sensitivity and academic ethical awareness of undergraduate nursing and medical students with and without clinical exposure. (...) Research design A self-administered cross-sectional survey conducted from January to February 2022 was used to collect data from a medical school in Hong Kong. Participants and research context A total of 545 respondents, including 137 nursing students and 408 medical students, completed the questionnaire. Ethical consideration Ethics approval of the study was obtained. Written consent was waived to maintain anonymity because completing the questionnaire was considered implied consent. Findings Both groups of undergraduates demonstrated a high level of bioethics knowledge. In terms of academic integrity, medical students were found to have a less concerned attitude towards punctuality, attendance, and skipping classes. Regarding moral sensitivity, senior medical students with clinical experience put less emphasis on decision-making involving patient participation, while senior nursing students were more hesitant in withholding treatment for incompetent patients who refused treatment. Both nursing and medical students showed decreased moral sensitivity in the ‘conflicts’ domain with increased clinical exposure. Conclusion Study findings contribute to the discussion comparing the ethical attitudes of nursing and medical students. More effort should be made in nursing and medical education to promote practices in line with high academic integrity and to develop the ability to be morally sensitive in professional settings.
